Региональная демократия
от принципов к европейским стандартам
Abstract
The article studies the basic principles of regional self-government , stipulated by the draft of European Charter of Regional Democracy, which involves democratic governance, good governance, subsidiary nature of governance, cohesion, civil paticipation, loyalty to national goverments, etc.. The author makes the conclusions regarding the possibility to standardize the above principles and incopporate them into the system of regional goverment of the states, including post-Soviet states. The author outlines the main models of regional self-goverment in European states and the evolution of regional governance.
