Methodology of implementation of education and training in tactical medicine of the police officer in Ukraine subject to NATO requirements

Abstract

Ukraine's political and legal integration into the European Union and NATO remains the country's priority course in 2020. Within the framework of the NATO-Ukraine Partnership, priorities for law enforcement agencies are to conduct exercises and trainings, jointly with NATO Partner Members, aimed at timely identification, prevention and neutralization of security threats to critical infrastructure, as well as minimization and elimination of consequences in the event of their beginning and realization.

Such tasks cause the obvious need to develop a concept for the organization and methods of their implementation, which can lead to the acquisition of practical skills that can effectively contribute to combat service.

Based on the main regulatory tasks, one of the leading structures of the defense and security sector is the system of the Ministry of Internal Affairs of Ukraine (hereinafter - the Ministry of Internal Affairs), which includes the National Guard of Ukraine, the National Police of Ukraine and the State Emergency Service. Therefore, their activities and reforms should be aimed at supporting Ukraine-NATO cooperation, which is possible under the Partnership for Peace Program.

Realizing that, irrespective of the various threats and their members, they are in all numbers and are being torn apart by the MIA of Ukraine on the ground, using the National Police of Ukraine staff, and this particular representative is using modern NATO-backed and neutralized NATO personnel, and there are a number of threats that exist behind being a critical infrastructure.

The priorities of training and training of police officers are determined by the current legislation of Ukraine, the obligation of constitutional protection of life, health and safety of the person, in particular, the provision of emergency care in case of any incident while ensuring their own security. This is the optimum experience offered by the Tactical Emergency Casualty Care military standard for urban or other civilian conditions, which will educate police officers to protect civilians, tactically secure professional responsibilities, conserve resources, and more.
